Note: The following, Part 6, is the final article of the review of the Comprehensive Housing Survey started by the Tribune in March. This is a part of the housing study that has been produced for the Job Development Board from ESRI, a private data reporting service through Community Partner Research produced in December, 2017 for the JDA.

As part of the Rugby Comprehensive Housing Study reviewed in part 6 are the conclusions and findings of the study which will be studied in the future by the executive director for further development. The Study identified the following findings and recommendations. For further information in detail see the Housing Study online, Findings start on page 62.

Summary of Recommendations

The findings/recommendations for the City of Rugby have been formulated through the analysis of the information provided in the original Study and include the following 27 recommendations. This information is taken directly from the original Study.

The findings/recommendations for each category are as follows:

Rental Housing Development

1. Develop 12 to 15 general occupancy market rate rental units

2. Develop eight to 10 subsidized / moderate rent / rent restricted rental housing units

3. Develop 10 to 12 senior designated market rate rental units

4. Senior with services rental units

5. Promote the renovation / conversion of existing buildings

6. Preservation/Renovation of Heartland Homes

7. Apply for Housing Choice Voucher/Section 8 Existing Program allocations from HUD

8. Maintain and preserve the existing supply of subsidized housing

Home Ownership

1. Utilize and promote all programs that assist with home ownership

2. Develop a Purchase/Rehabilitation Program

3. Develop a local down payment assistance program

New Construction

1. Lot Availability and Development

2. Strategies to encourage continued residential lot sales and new home construction in Rugby

3. Continue to promote townhome and twin home housing development 1

4. Utilize in fill lots for housing development

5. Develop spec homes and a Spec Home Incentive Program

Housing Rehabilitation

1. Promote rental housing rehabilitation programs

2. Promote owner-occupied housing rehabilitation programs

3. Develop a Neighborhood Revitalization Program

Other Housing Initiatives

1. Acquire and demolish dilapidated structures

2. Create a plan and continue coordination among housing agencies

3. Utilize the City's Renaissance Zone Program

4. Encourage employer involvement in housing

5. City of Rugby's Comprehensive Land Use Plan

6. Rugby Mobile Home Recommendations

7. Strategies for Downtown Redevelopment

8. Develop home ownership and new construction marketing programs and strategies
