County board holds tax equalization meeting

During a regular meeting Tuesday morning, the Pierce County Board of County Commissioners held a county tax equalization meeting.

County Tax Director Kelsey Siegler explained to meeting attendees that ag land values in-county increased by three percent, and residential and commercial did not change. For residential and commercial structure, the 2016-18 depreciation schedule had been adjusted.

In 2017, the value of one mill was $27,370.67. This year the value increased to $28,687.34.

Siegler went over exemptions, including Homestead Credit (over 80 applicants with a taxable value of $253,294); Disabled American Veterans exemption to the first $150,000 of a homestead (over 10 applicants with an over $33,500 taxable value); blind exemption to the first $160,000 of residential structure; new residence exemptions of the first $150,000 on structures only for the first two years; discretionary exemptions for new or expanding businesses and payment in lieu of taxes. The estimated tax relief for new residence/builder and discretionary exemptions using the 2017 Rugby total mill levy rate was $70,772.75. Siegler also went over agricultural values per acre from the state and 2018 soil prices.

Siegler also presented informational forms showing tax amounts in certain situations.

One form showed estimated 2017 taxes by district based on a residential property valued at $75,000. On the form, a person with a house in Alexanter Township in the Rugby School District, the estimated tax would be $715.77. However, if a property in the same township was in the Harvey School District the estimated tax would be $559.34, and if a property in the same township were in the Maddock School District the tax would be $622.25.

Another form used figures based on a 1400 square foot one-story house built in 1975, with a full, not finished basement, 1 1/2 bath and a 28x28 attached garage with a depreciation value of $79,927 and a replacement cost of $142,727. Those figures were then used with the price per acre or lot to determine true and full value and estimated 2017 tax. For such a home in Walsh Township in the Rugby School District, at a price per acre or lot at $25,000 and with depreciation at $79,927, the true and full value would be $104,927 and the 2017 tax would be $973.90. For a similar home in Selz, but in the Harvey School District, with depreciation at $44,759 and a price per acre or lot at $1,250 the true and full value would be $46,009 and the 2017 tax would be $333.40.

A third form showed percentages of mill distribution based on city or township. For a home within the city of Rugby and in the Rugby School District, 39 percent would go to the school, 40 percent would go to the city, 20 percent would go to the county and one percent would go to the state. But for a home in Hillside Township in the Rugby School District, 56 percent would go to the school, eight percent would go to the township, two percent toward fire protection, three percent toward ambulance service, 30 percent to the county and one percent would go to the state.

The board approved tax assessments as amended and applications for inundated land.

Other actions

- The board approved making the Pierce County Fair Association the official county fair.

- Heart of America Correctional & Treatment Center Administrator Mike Graner gave his and Sheriff Josh Siegler's reports. The Sheriff's office received 48 calls in May. For HACTC, Graner reported that the facility accrued a $3,544.30 loss in April; there were over 100 inmates in the facility's population (average daily population in May was 101 inmates); and that no contract has been approved as of Tuesday with the U.S. Marshal Service.

- The board met with Jessica Tagestad, of Wold Engineering, to discuss county road projects.

- The board approved abatement applications from George Zinck and Melissa Anderson.

- The board approved a gaming site authorization for Larry's Bar (Selz).

- The board approved a conditional use permit application for Knife River Materials for an aggregate mining operation.

- The board accepted a bid from RDO Equipment for a new motorgrader.
